The ADTF defined the business district into five (5) geographic business areas within the Dupont Circle area:

Phase 1
One of the ADTF objectives is to perform a physical inventory of the commercial property base and the tenant business environment. The primary purpose of a physical survey was to verify the District of Columbia’s records and to collect contact information on the properties, property owners, building managers and commercial tenants.
Results from the property inventory survey
• Verified 403 commercial properties within the Dupont Circle area
• Provided feedback to the Office of Tax and Revenue
• Matched 804 tenants to 403 commercial parcels
